pj a5066dac27 fix(folio): do not attribute an effect to an unconfirmed action
submitChangesBalanceByTypedAmount and createdAccountHasNonZeroBalance both
convict by pinning an effect on the last action, so both decline unless the
runner saw it applied. The fixtures now say which fate they mean.

Every run produces a trace: one JSON line and one screenshot per step. sanderling replay opens it in a web UI for stepping through actions, screenshots, property timelines, and violations.
