feat(defaults): add scroll and rebalance action weights

Use relative-integer weights (taps/typing co-primary 100, scrolls 50,
swipes 25, doubleTaps 10); the picker normalizes by their total. Adds
scrolls to defaultActions as a first-class reveal behavior.

// doubleTaps fires the same target twice ~50ms apart inside one step. Real users
// double-tap (image zoom, like-to-favorite, play/pause); without this the fuzzer
// can never produce sub-100ms event spacing, so race-window bugs (debounce gaps,
// in-flight guards, init races) stay unreachable.
// Weights are relative integers, not percentages: the picker scales each draw by
// their total, so only the ratios matter and any one can be retuned on its own.
// Tap and type are co-primary (typing variety is what exercises input
// validation), scroll is the major reveal behavior at half a primary, swipe is a
// secondary gesture, and doubleTaps is rare but kept because it is the only
// default source of sub-100ms event spacing, which keeps race-window bugs
// (double-submit, init races) reachable.
