pj 2f7b6e17aa chore: rebuild inspect-ui dist + folio-web .gitignore ...

Embeds the new HierarchyPanel + HtmlPanel into the inspect-ui dist that
ships with sanderling. Adds folio-web/.gitignore so generated runs/
don't leak into commits.
